Meet the Board

Below are the biographies of the Board of Directors for the Driving School Association of California. 


  Franklin M. Boutelle
  President, Term (2019-2021)
  Handicap Driver Training

Frank has been an Owner/Operator since 1989 and an instructor since 1985. He has over thirty years of experience as a Driver Rehabilitation Specialist helping people with disabilities, conducting comprehensive driving evaluations, recommendations, and training with adaptive equipment. He owns Handicap Driver Training, California Driver Rehabilitation Inc.and is working to create a non-profit organization called Independence Through Mobility. Frank has 12 years of experience as Master Driver for the CA State Military Reserves, conducting tactical D.T. to USA Army standards. In 2010, he was P.O.S.T Certified  (Police Officer Standard Training) by Riverside County Sheriff's Department. He also became E.V.O (Emergency Vehicle Operation) Certified through San Bernadino Sheriffs Department. Frank is currently involved in several projects to improve The Driving School Association of California and is proud to have been a DSAC member since 1989.

Christopher Armington
Vice President, Term (2019-2021)
AutoBahn Driving School

Serving on the Board for the Driving School Association of California since 2012. Began as the Secretary and served two terms. Nominated to Vice President in 2017 and currently serving in this position. Involved in the driving school community since 2002 as an instructor and operator. Background in education and training, having been an academic counselor and a state instructor for school bus drivers. Instructing in the high desert region of Southern California.

Hale Gammill

Hale Gammill is a second generation driving school owner and operator. He learned the craft by working in the family driving school in Phoenix, Arizona from 1965 - 1975, which was the largest driving school in the state at that time. Hale worked in every capacity with the driving school, including all office duties, driving instructor, driving instructor trainer, instructor supervisor, and General Manager. Hale has received a number of prestigious road safety industry awards over the years. These awards include the national H. B. Vinson Award for leadership in the driver education and traffic safety industry, the Moe Dollinger Achievement Award for outstanding achievement in driver education and numerous DSAC leadership and safety awards.

Randy Zimmer

  Randy Zimmer
  Treasurer, Term (2019-2021)
  Advantage Driving School 

Randy Zimmer is currently the owner/operator of Advantage Driving School, Inc.  Randy has been involved in public education as a teacher and a highly successful football coach.  He founded Advantage Driving School in 1996 and the business quickly grew to three locations (San Jose, Santa Cruz, Livermore).  Currently, Advantage Driving School has 14 vehicles and 17 employees.  Advantage Driving School teaches over 3000 students every year.


Paul Wilbur 
Controller, Term (2019-2021)
Referee's Driving School 

Paul has been a DSAC member since 1999, he owns and operates Referees Driving School. He is involved with 23 different high schools- where he trains students how to drive. He also has an online driver's education, traffic violators and mature driver programs. He is currently assisting in The Every 15 Minutes Program with five different local high schools and actively guest speak in those 5 high schools driver's education classes. He comes from a banking and financing background and greatly enjoys the impact he has on his community. 


Cris Armington 
Secretary, Term (2019-2021) 
Autobahn Driving School 

Serving on the Board for the Driving School Association of California. Held the position of Secretary and Controller multiple times. Has been an instructor since 1998, began Autobahn Driving School in Southern California, and has opened and managed multiple branches throughout the high desert. Was a master driver and Cobra pilot in the US Army. Retired from the military in 1994, continued to work for the military until opening Autobahn.
